I don't think the contents of the article are appropriately organized. This article would be more effective if sections were reorganized in order of importance. History is probably the lowest considering the purpose of this particular article.

Lead section is poorly written and confusing. Includes multiple grammatical/editing errors. Mentions The Metropolitan Water District of Southern California but doesn't include link to the wiki page. sections should be rewritten with better organization to aid reader understanding and present most relevant topics first and in order of article contents. I don't think a mention of water conservation programs in the lead section is relevant.

Inconsistent grammar throughout. Many missing periods and extra spaces make this article look unfinished.

The primary source for this article is the SDCWA website. This is definitely not a neutral source but I think it is appropriate to use in this instance.
