This IP address is a shell server belonging to vex.net, an ISP. The administrator [email address redacted] says that "We aren't running any kind of proxy and we don't even run a web server there." The only recent Wikipedia edits from this IP address are legitimate ones from me. I went ahead and unblocked after doing some additional checks on the IP address. Unfortunately, if you were not aware, all the reference desk pages are getting hit hard by a troll who is repeatedly abusing open proxies. I discovered at least 10 abusive open proxies yesterday alone, and there are probably much more, now. That was a misunderstanding on my part and have hence unblocked. This is the discussion page for an anonymous user who has not created an account yet, or who does not use it. We therefore have to use the numerical IP address to identify them. Such an IP address can be shared by several users.
