Apostrophes

The title of this monument should clearly be punctuated as Soldiers' and Sailors' Monument - but the inscription on the monument itself is incorrect, omitting the apostrophes (see picture at HMdb.org), so for now I have restrained all my instincts to amend the article... One can argue, though, that an encyclopedia of quality should nevertheless use the correct punctuation. Any views?
