This is not the Third Kishida Cabinet. This is still the Second Kishida Cabinet but reshuffled.
Please refer to previous cabinets if you're not familiar with the concept. (e.g. there are two reshuffles in the Fourth Abe Cabinet)
You can also refer to the Japanese Wikipedia page or the official government website (https://www.kantei.go.jp/jp/101_kishida/meibo/index.html), both of whom refer to this as the Second Kishida Cabinet (Reshuffled).
