one vote one value in Queensland

Previously in the article, it was claimed that Queensland gave more weight to votes from electorates with areas of greater than 100,000km squared (the superscript 2 character isn't working here). I couldn't find a source for that, but if it is true, what are the details? The article was a little vague in this respect. Graham 12:19, 22 Jun 2005 (UTC)

Is this a recent term?

Googling, it appears to me that the term is only really used in the recent WA debate. Is it just a WA term? I'll observe that it doesn't really mean one vote one value, because votes in marginal seats are still more important than votes in safe seats.
