The very 1st time
I think the Malayan Peoples' Anti-Japanese Army (MPAJA) which South Seas Communist Party formed at Kuala Pilah in 30 April, 1930 was the first stage, finding its information source in English is difficult though. Apostrophe usage
The article title has Peoples'
, ie "the army of the Malayan peoples", but elsewhere in the article it is given as People's
, ie "the army of the Malayan people" or as Peoples
without the apostrophe. Reference 1 has People's
