Where does this hierarchical order come from? Water boards operate in parallel to municipalities and provinces with a division between them in the scope. Deichgraf

In Germany offical persons working as dike-warden are called "Deichgraf" or "Deichgräf" at the lower Rhine. This is the direkt expression for the dutch "Dijkgraaf". They are the head of a local cooperative involed in coastal management or in river levee management.
