Australian peer?

There are various mentions at Stanley Bruce, John Forrest and Australian peers, and their talk pages, about who was the first Australian hereditary peer, and how many of them there have been. The discussion is usually confined to Bruce and Forrest. I've only relatively recently become aware of Clive Baillieu. However, his status as an Australian is a little unclear. True, he was born and went to school in Australia, and he died here. However, for most of his life he lived in the UK, and I imagine he would have described himself as British. But then, his peerage title made reference to his Australian roots.

Is it appropriate to state unequivocally that he remained an Australian all his life? Or is he considered Australian-British? I can't imagine he relinquished his Australian citizenship and adopted UK citizenship, but it's not beyond the bounds of possibility. Is it a question of citizenship per se, or is it more about which country he was generally associated with?
