Not a bellwether
Cannock and Burntwood was not a bellwether constituency throughout its existence. It is true that in 1983 and 1987 the seat was won by a Conservative, when the general election was also won by the Conservative party, but in 1992 the seat was won by Labour, but the election was again won by the Conservatives.
