Article is not written for an international audience

This article is written with a lot of references to United States government agencies, and words like "federal", but does not make clear to Wikipedia's international audience that it is talking about the United States. I am going to fix some of the more obvious problems, like linking to Department of Defense instead of United States Department of Defense, but I thought I would point out to anyone working on this article that it would be a good idea to imagine you are reading this from the point of view of someone in some other country that may not be so familiar with USA topics. What does CENDI stand for?

CENDI is apparently an acronym, but is not defined in the article. The definition should be in the lead paragraph. The article could use some references also. CosineKitty (talk) 15:18, 10 July 2008 (UTC)[reply]
